    Civil Administration Inspectors, who attempted this morning to deliver stop-construction orders in the territories, were met with strong opposition on the part of the settlers. Dozens of people sat in the road, blocking the entrances to their settlements. In Beit Arye, the head of the regional council was arrested after clashing with police. A security guard in the settlement was lightly injured.
