Beitar Illit against the Construction Freeze

At the emergency meeting of city leaders and contractors of Beitar Illit, following the construction freeze order in the territories, Deputy Minister Meir Porush criticized Barak, "The government ministers told me that Barak is exceeding the government's decision; they did not understand the decision in this way.” Report from a city under “freeze.”

The city of Beitar Illit, which has been quiet until now, relatively speaking, in the right-wing's struggle against the construction freeze in the territories, is coming out of their ‘freeze’. This morning (Sunday) the city’s leaders, Deputy Minister Rabbi Meir Porush, dozens of contractors operating in the city, and the Regional Contractors Association leaders gathered in the city to deal with the freeze of some 300 housing units in the city.

"I spoke with government ministers who told me that Defense Minister Ehud Barak took the decision too far, and this is not how they understood the decision,” revealed the Deputy Minister, Rabbi Meir Porush, at the emergency conference with the contractors.
  
At City Hall they say that despite the fact there’s always been an Israeli consensus for Beitar Illit and that all the previous governments saw it as a "security belt" around Jerusalem, as a city that will have about 11,000 residential units, today the city has only 7,100 units. "This is a serious injury to human rights and the civil rights of residents in Beitar Illit, damage that no democratic country may do to its citizens," says the Municipality.
  
The Beitar Illit Municipality has more to say. There are neighborhoods in which some of the houses were already started to be built and some not. "If we stop the second part from beginning construction, then we can not provide infrastructure to all the houses. The cost of infrastructure is based on a division between all the houses in the neighborhood. The construction must be allowed to continue in neighborhoods that are in the middle of the process, even if some of the houses have no foundation,” explains the Municipality.
 
During the meeting, city officials presented the many injustices that arise from the freeze, and that "contrary to the Cabinet's decision, according to the order only those who have a work permit can file an appeal. But there are many people and corporations who have received land rights, after paying a fortune for the real estate. It can’t be that these people and corporations are not even allowed to file an appeal. This also goes beyond the Cabinet decision," they said.
  
The contractors expressed their stiff protest about the many absurdities of the freeze. One contractor, from Aluel Company, noted an example: Today, after years of exhausting negotiations, he received the consent of the Ministry of Construction and Housing about the “Heftziba” affair, "while regarding those same 80 units I received an order freezing construction. Isn’t this state of Chelm?" complained the contractor.
  
At the meeting a decision was made on series of steps. A concentration of all the sites will be mapped by the city engineer and transferred with a clear explanation of the absurdities by Deputy Minister Meir Porush to the government’s Ministers. In addition, it was decided on cooperation with the Contractors Association; also, other steps were decided that for the time being are being kept under wraps.
