Keeping the Second Day of Yom Tov in Bnei Brak

Are the newer settlements of Israel halachically considered the Diaspora?

After the Chazon Ish, of blessed memory, immigrated to Israel and settled in Bnei Brak, he would keep the second day of Yom Tov as is the custom in the Diaspora, and be stringent about not transgressing any prohibitions of Yom Tov during that second day.

The Brisker Rav, who resided in Jerusalem, would avoid transgressing the prohibition of Chametz on the day after the last day of Passover in the new neighborhoods of Jerusalem, as would Rabbi Finkel, the Mirrer Rosh Yeshivah.

These customs stem from the rabbinic ruling of the Rambam, who maintains that in the newer settlements of Israel, which did not exist at the time of the Temples, one should keep the second day of Yom Tov as in the Diaspora. The reason for this is that when the Temple stood, the Rabbinic Court would bless the month according to the testimony of eyewitnesses who had seen the new-moon, and send messengers to all Jewish communities to inform them about the date of the new month. Hence, Jewish communities located in areas beyond those that existed during the time of the temple, are obliged to keep two days of Yom Tov.

During the time of the Temple, the settlements surrounding Jerusalem expanded to the south, rendering the settlements to the north of Jerusalem of today as outside of Israel, and one should therefore keep the second day of Yom Tov in these neighborhoods, according to the Rambam's ruling.
